Trump Administration Issues $500 Refund Checks – Do You Qualify?

President Donald Trump has said that if Republicans maintain their majorities in the House of Representatives and the Senate after the upcoming 2026 midterm election, every American adult will receive a $5,000 tariff dividend check.
This comes almost a year after Trump promised $2,000 tariff dividend checks for every American, but that promise never materialized.
Now, as the Nov. 3 midterm election is only about five weeks away, Trump has announced his administration will begin sending out refund checks amounting to $500.
However, not everyone will be receiving a check.

Who Will Receive $500 Refund Checks?
On Sept. 30, the Trump administration confirmed to CBS News it was beginning to send out $500 refund checks to eligible American adults.
These checks are being sent to approximately 950,000 Americans in 30 states, with the checks designed to benefit individuals who the Trump administration says were “overcharged” by the Biden administration.
The source of this overcharge? The Affordable Care Act, which is commonly known as Obamacare.
“Our administration has discovered that, under ‘Sleepy’ Joe Biden, American households buying health insurance through the Obamacare exchange — which is a disaster — and the Healthcare.gov were massively overcharged, to put it mildly,” Trump said in a Sept. 10 video statement.
Continuing, he said, “[Americans] were forced to pay excessive fees totaling at least $500 million.”
Trump then alleged, “The last administration [Biden] knew about this, and they studied it, but they kept the money … They never let anyone know.”
Further, he said:
“Our administration is doing the right thing in giving the money back to the people who were wrongly ripped off.”
Like the stimulus checks that were issued by Trump during his first term amid the COVID-19 lockdown in 2020, these refund checks will be sent to each eligible American’s home address.
Eligible American adults for the $500 Obamacare refund checks purchased their health insurance through the ACA federal exchange, paid for the full cost of their premiums without assistance, and live in the 30 states that utilize the federal exchange.
Those 30 states are:
- Alabama;
- Alaska;
- Arizona;
- Arkansas;
- Delaware;
- Florida;
- Hawaii;
- Indiana;
- Iowa;
- Kansas;
- Louisiana;
- Michigan;
- Mississippi;
- Missouri;
- Montana;
- Nebraska;
- New Hampshire;
- North Carolina;
- North Dakota;
- Ohio;
- Oklahoma;
- Oregon;
- South Carolina;
- South Dakota; Tennessee;
- Texas;
- Utah;
- West Virginia;
- Wisconsin; and
- Wyoming.
“In many cases, these refunds will cover the entire spike in your insurance caused by Democrats, who solely work to protect big insurance companies — the big insurance companies own the Democrats,” Trump declared.
This move to disperse refund checks is in keeping with Trump’s Most Favored Nations policy, as well as his push to establish TrumpRx.gov.
With these refund checks, Trump also announced that the administration would be cracking down on fraud committed by insurance companies, looking specifically at profits made by insurance providers when compared to denied claims.
These $500 refund checks come as Trump has promised $5,000 to every American adult if the Republican party maintains its majorities in both the House of Representatives and the Senate.
Funding from the proposed $5,000 checks would, Trump says, come from tariffs.
While Trump did not distribute $2,000 tariff dividend checks to every American adult, as he promised in a Truth Social post in November of 2025, he did give $1,776 checks to every member of the military just before Christmas of 2025.
