Representative Andy Ogles Introduces Proposal To Amend The Constitution To Allow Trump To Serve A Third Term
As it stands right now, Donald Trump can’t serve a third term as President. However, a new proposal has the potential to change that.
On Thursday (January 23), Representative Andy Ogles from Tennessee announced a new proposal to amend the Constitution and allow Trump to serve a third term. Ogles shared the language of the proposed amendment in a press release on his website:
“No person shall be elected to the office of the President more than three times, nor be elected to any additional term after being elected to two consecutive terms, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than twice.”

Representative Ogles also shared a statement about why he’s introducing this proposal, saying:
“President Trump’s decisive leadership stands in stark contrast to the chaos, suffering, and economic decline Americans have endured over the past four years. He has proven himself to be the only figure in modern history capable of reversing our nation’s decay and restoring America to greatness, and he must be given the time necessary to accomplish that goal. To that end, I am proposing an amendment to the Constitution to revise the limitations imposed by the 22nd Amendment on presidential terms. This amendment would allow President Trump to serve three terms, ensuring that we can sustain the bold leadership our nation so desperately needs.”

However, there is no guarantee that the proposal will be approved. As NBC News details:
“A proposed amendment needs the backing of two-thirds of the House and the Senate or a constitutional convention called for by two-thirds of state legislatures. A proposed amendment must then be ratified by three-fourths of the states.”
Republicans do not currently hold a two-thirds majority in either the House or the Senate.
Even if the proposal is approved and the 22nd Amendment is updated, Trump will need to win re-election in 2028. If he does, he will remain in office until 2033.
What Is The 22nd Amendment?
Representative Ogles’ proposal seeks to change the 22nd Amendment to the U.S. Consitution. The 22nd Amendment prevents presidents from serving more than two terms in office. Additional conditions have been established for those who take over a portion of their predecessor’s term in the event of their death or resignation.
The 22nd Amendment was approved by Congress in 1947. It was then sent to state legislatures for ratification, which was completed on February 27, 1951.
Prior to the Amendment’s introduction, the president was not subject to term limits. George Washington and Thomas Jefferson (the first and third presidents) both served two terms and opted not to run for a third. Their decision set a precedent that future presidents followed.
Franklin D. Roosevelt was the only president to be elected for a third (and then a fourth) term. He served in the White House from 1933 until his death in 1945.
Roosevelt’s time in office raised concerns about how long a president could serve. Those concerns led to the creation of the 22nd Amendment.
If Representative Ogles’ proposal passes and allows Trump to serve a third term, it will make history.
